The Council of Ministers was held, exceptionally, on Friday, December 26, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION
The Head of State made a statement covering the following points:
CHRISTMAS CELEBRATION
At the start of his address, the President of the Republic extended his congratulations and best wishes to the Christian community on the occasion of the Christmas celebration. He offered prayers, along with the entire nation, for a Senegal of peace and prosperity built on solidarity.
TERRITORIAL DEVELOPMENT OF THE CASAMANCE NATURAL REGION
The Head of State recalls the economic tour he conducted from December 20 to 25, 2025, in the regions of Ziguinchor and Sédhiou. He thanks the local populations, the decentralized administrative authorities, all the defense and security forces, elected officials, and local stakeholders for their remarkable mobilization and the smooth execution of this economic visit. Beyond meeting with the people, this trip allowed him to assess the progress of projects and the deployment of various government initiatives, and to accelerate, with local elected officials, the process of establishing the Casamance Territorial Hub.
Emphasizing the paramount importance of maximizing the potential of the Casamance region for national development, the President of the Republic, after welcoming the progress made in implementing the Diomaye Plan for Casamance, called for continuous monitoring of the implementation schedule for state projects. He reiterated his commitment to consolidating the peace process, improving access to the region, and accelerating the recovery of economic and social development, particularly in the agricultural, industrial, and tourism sectors.
VOTE ON THE 2026 FINANCE LAW
Following the National Assembly's vote on the 2026 budget law, the Head of State congratulated the parliamentarians for their sense of responsibility and the quality of the debates. He also congratulated the Prime Minister and the Government for their thorough preparation, their mastery of the issues, and the sectoral responses they provided, all aimed at better informing the National Assembly and the public about the State's achievements and projects.
The Head of State particularly congratulates the Minister of Finance and Budget, the Minister of Economy, Planning and Cooperation, and the Secretary of State for Relations with Institutions and their teams for their exemplary professionalism during the debates on the 2026 draft budget law. He therefore requests that the effective implementation of the budget law be ensured in all ministries starting on January 2, 2026. Finally, he reminds the Prime Minister of the imperative to intensify the consolidation of public finances and accelerate economic recovery through the sustained implementation of the Economic and Social Recovery Program.
MONITORING OF THE ORGANIZATION OF THE DAKAR 2026 YOUTH OLYMPIC GAMES
Recalling the Presidential Council on the progress of the organization of the Dakar 2026 Youth Olympic Games (YOG) which he chaired on December 16, 2025, the President of the Republic asks the Government to ensure the continuous monitoring of the state of implementation of the directives and measures adopted to accelerate the timely completion of the sports infrastructure and all the necessary amenities and to activate the necessary security measures.
He insists on the optimal preparation of Senegalese athletes and the mobilization of the population in order to ensure national ownership of this major international sporting event and asks the Prime Minister to organize, every month, an inter-ministerial meeting to monitor the Youth Olympic Games.
FOLLOW-UP TO THE RECOMMENDATIONS OF THE FIRST EDITION OF THE NATIONAL DIASPORA DAY
The Head of State announced that he presided over the first National Diaspora Day on December 17, 2025, under the theme: "The Senegalese Diaspora, a Lever for the Transformation of the Country." After congratulating the Minister of African Integration, Foreign Affairs, and Senegalese Abroad, and the Secretary of State for Senegalese Abroad for the excellent organization of the event, he paid a heartfelt tribute to Senegalese living abroad for their mobilization and commitment to participating in the work of national development and transformation. In this regard, he asked the Prime Minister, the Minister of Foreign Affairs, and the Secretary of State for Senegalese Abroad to examine the concerns of our compatriots living abroad and to address the proposals and recommendations arising from this event through the diligent implementation of the Special Diaspora Support Program.
PRESIDENT OF THE REPUBLIC'S AGENDA
The Head of State informed the Council that he participated, on December 14, 2025, in the 68th Ordinary Session of the Conference of Heads of State and Government of ECOWAS, at which Senegal was, for the first time, designated to assume the Presidency of the Commission of the Organization, starting in 2026. The President of the Republic also inaugurated, on Tuesday, December 16, 2025, the tactical military vehicle assembly plant, as part of the development of the national defense industry.
In addition, on December 17, 2025, he presented the National Flag to the National Football Team, en route to the 2025 AFCON in Morocco, and on Friday, December 19, 2025, he presided over the annual ceremony for receiving dignitaries into the national orders.
UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION
After congratulating the President of the Republic following his economic tour in Casamance and praising the initiative and smooth running of the Gov'athon, the Prime Minister focused his communication on the following two points:
CONDITIONS AND CONTEXT FOR THE GOVERNMENT TO ACHIEVE THE RESULTS
The Prime Minister recalled some contextual elements, including the previous political situation, the difficult economic context, the level of public debt, poor governance practices, and the downgrade of Senegal's credit rating. Faced with these challenging conditions, the Government demonstrated ingenuity and resilience by implementing radical changes in public policies, making both fundamental adjustments and formulating and implementing a program whose impact on the population is tangible. The Prime Minister presented some of the achievements, notably the structuring of a long-term vision through the National Transformation Agenda, Senegal 2050, with its various components; the reduction in the prices of basic necessities; the launch, on August 1, 2025, of the Economic and Social Recovery Plan (PRES); the conclusion of a Social Pact with social stakeholders; and the resounding success of the various Public Savings Offerings (APE).
MAIN GUIDELINES FOR GOVERNMENT ACTION FOR THE YEAR 2026
The Prime Minister indicated that 2026 will mark a significant boost in the momentum and acceleration of the major reforms undertaken by the Government since the advent of the new regime. According to the Prime Minister, these reforms will focus on strengthening the attractiveness and competitiveness of the Senegalese economy through intensified economic diplomacy and the adoption of new tax, customs, labor, mining, and gas codes; revising the regulations governing public procurement; overhauling the education system; reforming decentralization policy; and accelerating the modernization of the public administration. Particular emphasis will be placed on the development of the energy sector, digital transformation, water management, human capital development, and sustainable industrial development. The implementation of these programs requires the development of a Special Investment and Financing Plan (2026-2028) to accelerate the National Transformation Agenda, Senegal 2050.
The Prime Minister concluded his communication by announcing the holding of a government seminar whose content will focus on systemic change and transformational leadership, as well as a national mechanism for recognizing public performance, intended to value concrete results, useful innovation and the real impact of administrative action on the lives of citizens.
UNDER THE HEADING OF COMMUNICATIONS FROM MINISTERS
The Minister of the Environment and Ecological Transition gave a presentation on Senegalese environmental diplomacy.
UNDER LEGISLATIVE AND REGULATORY TEXTS
The Council examined and adopted: the draft law on the status of contract officers; the draft law on the second amending finance law for the year 2025.

1. Un directeur général en contradiction permanente
L’ANASER, censée être le rempart contre les drames routiers, se retrouve aujourd’hui prisonnière d’un directeur général plus préoccupé par ses règlements de compte internes que par sa mission de protection des vies humaines. Alors que chaque jour des Sénégalais meurent sur nos routes, le DG préfère maltraiter son personnel et multiplier les incohérences.
Dès son arrivée, il a menacé de renvoyer des agents sous CDI pour « raisons économiques », tout en recrutant de nouveaux fonctionnaires en parallèle. Une absurdité totale. Comment peut-on parler d’économies d’un côté et engager des dépenses de l’autre ?
2. Agents dispersés, missions inexistantes
La moitié du personnel est aujourd’hui affectée dans des régions dépourvues de sièges, sans moyens et sans missions claires. Ces femmes et ces hommes, qui étaient jusque-là le cœur de l’agence, sont réduits à l’inaction. Résultat : une ANASER paralysée, vidée de sa substance et de son efficacité.
Pendant ce temps, le DG s’improvise chroniqueur sur les plateaux télé, multipliant les déclarations creuses. Communiquer, il sait. Sauver des vies, beaucoup moins.
3. Illégalité et silence complice
Comme si cela ne suffisait pas, il recrute sans l’autorisation du conseil de surveillance, violant ainsi les règles élémentaires de gouvernance. Et que fait ce conseil ? Rien.
Le commissaire Boubacar Sanné, si bruyant dans d’autres affaires, garde aujourd’hui un silence assourdissant.
Me Masokhna Kane, qui aime se présenter comme défenseur du peuple, siège lui aussi au conseil. Informé des dérives, il ne bouge pas. Silence complice ou inertie volontaire ?
Le DG est allé plus loin : il a baissé illégalement les salaires des agents, piétinant le droit du travail.
4. Népotisme et gestion clanique
Cerise sur le gâteau, le DG a transformé l’ANASER en entreprise familiale. Il a recruté son cousin administrateur civil proche de la retraite et sa cousine, parachutée dans l’agence. Le népotisme est devenu la règle, la gestion clanique la méthode.
5. Une agence détournée de sa mission
Résultat : une agence minée par le favoritisme, la démotivation et le gaspillage des ressources. L’ANASER, au lieu d’être un outil de sécurité routière, est devenue la propriété privée d’un DG en dérive totale.
Pendant que les accidents de la route continuent de tuer chaque jour, l’ANASER est paralysée par l’incompétence, la mauvaise gouvernance et l’avidité de son chef. C’est plus qu’une erreur de gestion : c’est une trahison envers la mission sacrée de l’agence et envers le peuple sénégalais.
