Conseil des ministres : Al Aminou Lo veut passer « d’une logique de cloisonnement à une logique de coopération »
The first cabinet meeting of the Al Aminou Lo era was held this Friday, June 5th. The new head of government, Al Aminou Lo, made his first address at this bi-weekly meeting, expressing his "deep gratitude" to the Head of State for "the renewed and strengthened confidence" in appointing him to the position of Prime Minister, before addressing citizens' expectations in terms of "concrete results, with more jobs and economic opportunities, better access to essential services, a more efficient administration, and a tangible improvement in their living conditions."
His presentation was structured around a communication whose central theme was: "The new method of conducting and coordinating government action for transformation, operational efficiency and results".
In his first speech following his appointment, Al Aminou Lo loudly proclaimed his commitment to changing methods in order to strengthen government action. Driven by this commitment, he announced a new direction in central leadership, with the Prime Minister's Office operating primarily through active and daily inter-ministerial collaboration. In this context, the Council of Ministers' statement indicates that "priority will be focused on the harmonious management of institutional interfaces."
For the Prime Minister, changing the approach to conducting and coordinating government action requires a transition in four key areas. He aims to shift: "from a procedure-oriented approach to a problem-solving approach"; "from an activity-oriented approach to a results-oriented approach"; "from a sectoral approach to a systemic approach"; and "from a compartmentalized approach to a cooperative approach."
With operational efficiency in mind, the Prime Minister reiterated the need for every project undertaken to "contribute to national priorities, for every reform implemented to lead to measurable improvements, and for every public resource mobilized to generate maximum value for citizens." The press release further specifies that the Government will "ensure," in all its actions, that they are aligned with national priorities. Budgetary decisions will be consistent with the transformation objectives.
In the same vein, he stressed the urgency of developing a Code of Ethics and Professional Conduct for public administration officials.
He particularly emphasized the alignment of all public policies with the Senegal 2050 Agenda, the strengthening of the management and organizational capacities of ministries, administrative performance, risk management culture and cybersecurity.
