‘’Consommer local’’ : Les députés s’engagent pour l’adoption d’un pacte national
"Buying local" will soon no longer be just a slogan but a reality deeply rooted in the daily lives of Senegalese people. In line with the presidential directive for defining an integrated strategy for processing local products and promoting "buying local," members of parliament pledged this Wednesday to make this injunction from the Head of State a reality. Celebrating "Buying Local" Month at the National Assembly in partnership with Cicodev (Pan-African Institute for Citizenship, Consumers and Development) and the National Federation of Chefs, the parliamentarians promised to "build protective and structuring public policies" aimed at achieving food sovereignty based on the promotion of local products.
Co-chairing this meeting between parliamentarians and stakeholders in the food system (producers, consumer associations, policymakers, etc.), Ibrahima Mbodji, Chairman of the National Assembly's Rural Development Committee, welcomed this timely initiative. "Consuming local products is an integral part of the Senegal 2050 Transformation Agenda. Therefore, it is a concern that is well addressed by our framework. This is why the President of the Republic and his Prime Minister established a Ministry of Agriculture, Food Sovereignty, and Livestock," he explained.
It is also within this same framework, he continued, that President Diomaye Faye ordered the relevant ministry to revise the agricultural, forestry, livestock, and fisheries law (LOASPH). This revision places the consumer at the heart of the supply chain. President Mbodji is convinced that: "To speak of food sovereignty, Africans must consume what they produce and produce what they consume."
This obligation is all the more pressing given that Senegal imports over 1,070 billion CFA francs worth of food products annually, according to figures from Minister Mabouba Diagne. Thus, the national pact for "buying local" is the appropriate mechanism to reverse this export-oriented consumption pattern. "With the revision of its agricultural, forestry, livestock, and fisheries law, Senegal has taken the 'buy local' initiative to heart, stating: we must balance our production. Furthermore, just a week ago, the Head of State indicated in the Council of Ministers that the government must consider the promotion of buying local an imperative," rejoices Amadou Kanouté, Executive Director of Cicodev.
The repeal of the GMO law is being demanded.
The representative of consumer associations at the High Council meeting on the LOASPH (Law on the Organization of the Social and Health Promotion) at the Palais de Justice believes that promoting local consumption and a sustainable food system cannot coexist with the biosecurity law authorizing the use of genetically modified organisms (GMOs). This law was adopted surreptitiously and without debate by the National Assembly on June 14, 2022.
“In my humble opinion, GMOs do not seem fit for consumption. As parliamentarians, we must adopt laws that protect the health of our fellow citizens. In collaboration with civil society, we will study the ins and outs of this biosafety law to see what can be done,” assured MP Ibrahima Mbodji, questioned by Amadou Kanouté.
