Crise à la mairie de Dakar : Fada dénonce une « volonté politique » d’écarter Barthélemy Dias
The case surrounding the dismissal of Dakar's mayor continues to spark debate. A guest on iRadio's "Jury du dimanche" program, Modou Diagne Fada, former Minister of Local Authorities and president of LDR/Yessal, criticized the actions of Minister Moussa Balla Fofana and the Dakar prefect, who initiated proceedings to elect a new mayor to replace Barthélemy Dias.
"The minister should have shown republican elegance"
For Modou Diagne Fada, the minister's approach was inappropriate, especially since the case is pending before the Supreme Court. "As soon as they learned that the Supreme Court would rule on September 18, the letter to the prefect should have been withdrawn for the sake of republican elegance," he said.
Although he acknowledges that from a legal point of view, "we cannot blame him for it," Fada believes he would have adopted a different approach, pending the Supreme Court's decision.
Returning to the legal framework, the former minister points out that the dismissal of a mayor can only be decided by presidential decree. "The General Code of Local Authorities is clear: a mayor can only be dismissed by a decree of the President of the Republic, for very specific reasons."
He denounces a deliberate confusion between the loss of the status of municipal councilor and that of mayor. "The mayor of Dakar was elected by direct universal suffrage. It's not the same as being a simple councilor. I think there is above all a political will to remove an opponent." To support his argument, Fada recalls his ministerial experience. "When I was a minister, some mayors were absent from the country for long months. I was asked to write to the prefect, but I refused, because a mayor elected by universal suffrage cannot be removed so easily."
He believes that the current situation does not justify any haste, since the first deputy is already acting as interim without blocking the municipal institution.

Où était cette "élégance républicaine" lorsqu'il servait un pouvoir qui utilisait des méthodes similaires contre ses propres adversaires ? Son passé le disqualifie de toute critique morale. Il n'est pas un défenseur de la démocratie, mais un hypocrite qui utilise la situation pour se refaire une virginité politique. Son discours est une insulte à l'intelligence de ceux qui se souviennent de son propre rôle dans le système qu'il prétend maintenant combattre.
