«Dans leurs discours, ils dénigrent le régime en place» : Capitaine Touré se défend
At the local security agency (Asp), Source A whispers, the changes made by Seydina Oumar Touré since he took office in May 2024 as director general are not going down well with some. He is accused, " in addition to the dismissals, of having demoted directors, of having transferred others to the regions due to incompatibility of mood with the Dg and of having recruited dismissed soldiers " , lists the newspaper.
Questioned by the same source, the former captain of the national gendarmerie defends himself. "I think that the decree that establishes the Asp speaks of local security governance," he explains, standing firm. The core business of the Asp is to provide local security. To do this, the organization chart must be corrected as such."
The newspaper's interlocutor continued: "That is why we created a new Directorate of Local Security Governance. We also noticed that the Asp lack training. That is why we created [another] Directorate of Operations, but the Asp does not carry out operations."
He adds: "We have created a Directorate for Documentation and Coordination of Local Security Pools. From now on, the Asp will be responsible for sending security-related information to the central level. It's a bit like intelligence."
"In practical terms," explains Mamadou Salif Sow's successor, "it is to go to all the municipalities to create consultation frameworks. [...]. This will be an opportunity for all stakeholders to express their fears and for the Asp executives to pass on the information to the Ministry of the Interior."
Captain Touré goes further: "I am a politician. [...]. I found here heads of departments with whom you are required to work. But in their speeches, they denigrate the regime in place. This is not possible. I inquired about each one. I saw the profile of each one. I decided to reorganize the management according to the organization chart."
What about the vehicle fleet? "For all the Agency General Managers, they have an allowance of 600,000 CFA francs for their transport," he said. "We must distinguish between a company vehicle and a service vehicle. If I have to travel to Kolda, for my personal needs, I have to rent a vehicle or take my personal vehicle. But if I have to travel to Matam, to sign an agreement on behalf of the Agency, I take a service vehicle. [...]. The Ministry of the Interior has provided us with three service vehicles: a V6, a Toyota Fortuner and a Toyota double cabin. [...]."
