MP Abdoulaye Tall intervened to clarify the government's position regarding its relations with private media and to raise awareness of the urgent need for Senegal's digital sovereignty. He firmly rejected the idea of a deliberate conflict between the government and the press, insisting on the absence of any evidence of such a "fight."

Clarification on press freedom and regulation.

Mr. Tall disputes the claims of a confrontation between the state and certain media outlets. According to him, it is misleading to speak of a conflict, and criticisms must be supported by tangible facts. He insists that no concrete action by the regime substantiates the idea of a fight against the press: "What action has the current regime taken to prove that we are fighting the press? None."

He points out that freedom of the press is guaranteed, but must be exercised in compliance with current regulations.

The MP denounces the frequent confusion between the Ministry of Communication and the National Audiovisual Regulatory Council (CNRA). He emphasizes that the CNRA is an independent administrative authority and does not report directly to the Minister.

He believes it is unfair to blame the minister for decisions made by an independent institution, suggesting that some criticism should be directed at the regulatory body itself.

Mr. Tall reiterated the role of the rule of law: the state submits to the laws, and private companies, including the media, must do the same. He emphasized the need to enforce legal frameworks: "If organizations violate their mandates, the government must take responsibility for restoring order."

Mr. Abdoulaye Tall took the opportunity to issue a serious warning to the minister regarding the challenges of security and digital sovereignty.

In his capacity as a member of the Commission for the Protection of Personal Data (CDP), he expresses serious concern about the storage of Senegalese personal data outside the national territory, often for excessive periods (five to ten years).

He warns that the location and duration of data storage constitutes a national security issue.

Faced with the surge in cyber threats, Mr. Tall urged the government to invest more in digital security, citing the example of cyberattacks suffered even by major powers like the United States (the case of the US Treasury). He concluded by emphasizing the urgent need to adapt resources to the scale of the threat: “Cyberattacks are now a reality in Senegal. We need resources commensurate with the challenge.”
