During parliamentary debates on the amending finance law (LFR), MP Aïssata Tall Sall delivered a particularly critical speech, both on the form and substance of the budget exercise, denouncing working conditions which she considers incompatible with the requirements of parliamentary control.

Addressing the Minister of Finance and the Secretary of State, the parliamentarian first pointed to what she considered untenable deadlines. According to her, the invoked emergency procedure could not justify such extreme haste. "Emergency is not extreme urgency," she insisted, reminding everyone that the supplementary budget bill, adopted by the Council of Ministers on a Friday, was sent to the members of parliament on Monday, with an almost immediate committee hearing.

Aïssata Tall Sall denounced a method she considers disrespectful of the role of members of parliament, who were ordered to examine 86 pages of documents in less than two hours. "We are neither UFOs nor extraterrestrials, we are human beings," she declared, rejecting any notion of serious work being carried out under such conditions. She reminded everyone that the Ministry of Finance is one of the departments most strictly regulated by the organic law on finance laws, which mandates rigor and adherence to procedures.

The MP questioned the true motivations behind this supplementary budget law. In her view, such a law is generally justified by unforeseen exceptional expenditures—natural disasters, health crises—or, conversely, by the arrival of unexpected exceptional revenues. However, she pointed out ironically, far from offering any "recipes for happiness," the text reveals a series of budgetary setbacks.

She thus painted a worrying picture of public finances: a decline in domestic revenue, a drop in tax revenue of 21 billion CFA francs, a deficit of 24 billion in non-tax revenue, a decrease in external resources, a fall in capital donations estimated at 81 billion CFA francs, and underperformance of approximately 10 billion in budgetary grants. "Decline after decline, everywhere," she summarized, despite the broadening of the tax base and the introduction of new taxes.

For Aïssata Tall Sall, this situation does not reflect a chance disengagement by partners, but rather a deterioration of Senegal's image on the international stage. She criticized public statements about the existence of "hidden debts," which she described as "untimely," arguing that they have contributed to undermining the country's financial credibility.

The MP, however, was keen to exonerate the Finance Ministry officials, praising their professionalism and rigor. "They did absolutely nothing," she insisted, refusing to hold civil servants responsible for political decisions beyond their control.

Finally, Aïssata Tall Sall drew attention to the repeated use of advance decrees, mentioning five decrees in just three months, a signal which she considers worrying in terms of budgetary governance.
