Faced with the proliferation of land abuses, Aminata Wane, Director General of Urban Planning and Architecture (DGUA), is taking a tougher stance. In an interview with L'Observateur, she justifies the suspension of illegal land subdivisions ordered by the supervising minister, Moussa Balla Fofana, as a deliberate break with the past, stating unequivocally that "the objective is to put an end to all zones of impunity." For her, this measure marks a true "turning point," where the State is forced to regain control in the face of an urban disorder that has become untenable.
This decision addresses a multifaceted emergency, ranging from the need to curb the proliferation of uncontrolled settlements to the protection of sensitive areas, particularly flood-prone zones. Aminata Wane cites the emblematic case of Mbour 4, which, according to her, illustrates the excesses of unregulated urban development, with its 1,649 plots encroaching on a protected forest. While acknowledging the complexity of the situation, she asserts that significant progress has been made in recent weeks to restore order while safeguarding legitimate rights.
The true extent of the phenomenon remains difficult to quantify nationally due to "structural constraints." The interviewee for the Groupe Futurs Médias daily newspaper points in particular to the institutional fragmentation of the sector and the "hybrid" nature of certain operations, sometimes authorized locally but not compliant with national standards. This opacity, exacerbated by the lack of a comprehensive digital land registry, does not prevent the administration from assessing the seriousness of the situation through the increase in land disputes, described as a "strong warning sign."
For Aminata Wane, the main challenge lies not in the absence of regulations, but in their effective implementation. She cites insufficient upstream oversight and "ineffective enforcement mechanisms," which have long fostered irregularities. To address this, the DGUA advocates a strategy based on "strict adherence to the rules, but with a requirement to provide support" to local stakeholders. Acknowledging that shortcomings often stem from "capacity gaps," she commits to providing local authorities with the long-term tools to establish truly effective and collaborative governance.
