Ministère de la Pêche : Fatou Diouf copie Macky Sall
When Diomaye Faye was elected in March 2024, his predecessor, Macky Sall, who was to officially leave office on April 2nd, had enacted several major decisions that would bind the new regime. Some of these decisions would be overturned by the newly elected head of state upon taking office.
Learning from this episode, Diomaye Faye included in the draft constitutional reform a provision that prohibits the outgoing President from committing the State when the name of his successor is known.
The provision was to be extended to ministers and other holders of important positions in the public administration. Such a precaution would protect the state from a bizarre incident that occurred at the Ministry of Fisheries and Maritime Economy.
Despite not being reappointed to the government, according to Les Échos, Professor Fatou Diouf "published the official list of vessels authorized to fish in Senegalese waters for the year 2026, on June 3rd. For her, this is about transparency."
The newspaper believes that the now former minister should have handed the file over to her successor, Amy Mara, leaving it to her to finalize it to her liking.
