Where did the 8 billion CFA francs in flood aid go? MP Mbaye Dione calls on the government

Nearly a year after the devastating floods of 2024, a heated debate has erupted in Senegal over the use of an eight billion CFA franc emergency aid package. The deputy mayor of Ngoundiane, Mbaye Dione, sent a written question to the Minister of Family, Social Action and Solidarity, Maimouna Dièye, demanding clarification on the destination of these funds.

During the 2024 rainy season, the departments of Bakel, Matam, Podor, and Kédougou were hit by severe flooding of the Senegal River, affecting more than 5,000 people. President Bassirou Diomaye Faye and Prime Minister Ousmane Sonko visited the area, and Mr. Sonko announced the mobilization of emergency financial aid of eight billion CFA francs for the victims.

However, according to MP Dione, "nearly a year later, questions persist about the real destination of these funds."

However, the Minister of Hydraulics, Cheikh Tidiane Dièye, affirmed at a government press conference on October 10, 2025, that the State had fulfilled its commitment. He specified that the sum had been transferred directly to the beneficiaries via mobile transfer platforms (Orange Money and Wave), under the supervision of the Ministry of Family.

Local elected officials dispute the official version

This version is hotly contested on the ground. The mayor of Balou (Bakel department), Cheikhna Camara, declared on RFM that "to his knowledge, no disaster victim in his commune has received the slightest transfer of money from the State." He emphasizes that many families are still living in precarious conditions, without direct support since the 2024 disaster.

Faced with these contradictions, MP Mbaye Dione is demanding precise and transparent explanations from Minister Maimouna Dièye. His written question addresses several crucial points:

Confirmation that the ministry has received the announced eight billion.

* Proof that the entire amount was actually distributed to the victims.

* The nominal list of beneficiaries, including the amounts received and the municipalities of residence.

* Confirmation that administrative and local authorities (governors, prefects, mayors) were involved in the targeting of beneficiaries.

Finally, the MP draws the government's attention to the new wave of floods recorded in 2025, which will once again affect the same areas. He asks what emergency measures are planned to help the new families affected, while the previous ones are still waiting for the promised aid.
