To address the cumbersome nature of the administration, Pathé Ndiaye – with over thirty years of experience at the heart of the State, notably as Director of the Bureau of Organization and Methods (BOM) between 1984 and 1995 – advocates a shock therapy based on two main axes:
Reduce the size of the state
In an interview with L'Observateur, he first called for a comprehensive strategic and organizational audit to identify redundancies and streamline staffing levels. According to him, certain responsibilities should be transferred to the national private sector, which is better equipped to handle them.
"The staff numbers are excessive and do not meet real needs. It is difficult to understand how they have increased from 65,000 employees in 2000 to more than 300,000, including the parapublic sector, in 2025," insists the former Director General of the Autonomous Port of Dakar (PAD).
The audit, he adds, should help to reduce overlaps, alleviate delays and clearly redefine the role of the State, taking into account the growing role of the private sector.
Revive the Organization and Methods Office (BOM)
The second priority is to modernize the BOM, considered the linchpin of administrative reform. This implies providing modern management analysis tools, ongoing training for managers, and stricter recruitment standards.
"Since its creation in 1968, the BOM has naturally evolved with the complexity of the administration, but its vocation remains the same: to constantly reform in order to modernize and make public action more efficient," explains the interviewee for the Groupe futurs médias daily.
Ndiaye concluded: "Modernizing the BOM also means ensuring the quality of recruitment, in order to have qualified, motivated and promising human resources, while offering them optimal working conditions."
