The Diomaye-President coalition's press conference was an opportunity for Aminata Touré to defend the approach that led to the ongoing institutional reforms, while also providing a major political clarification on their development.
Speaking to journalists, Mimi Touré emphasized the inclusive nature of the process initiated by President Bassirou Diomaye Faye, noting that it is rooted in Senegal's tradition of dialogue and consensus. According to her, the National Justice Conference in 2024, followed by the dialogue on the political system in 2025, led to recommendations widely shared by political actors, civil society, and key stakeholders in the nation.
Direct involvement of the legislative branch
Beyond the methodology, the former head of government was keen to clarify the role of certain key figures in the legislative branch in the drafting of the legislation. "The Speaker of the National Assembly and the President of the parliamentary group participated in the process, notably through the review committee," she stated.
By explicitly citing El Malick Ndiaye and Ayib Daffé, Mimi Touré emphasized that these officials "have been fully informed and involved from the outset," having participated in both the dialogues and the technical work. According to her, this participation demonstrates that the draft bills are not the result of an isolated initiative by the executive branch, but rather a collaborative process. "This isn't work done behind closed doors. Every step has been shared," she insisted.
Four major projects for democracy
Four fundamental texts are involved in this process: the revision of the Constitution, the creation of a Constitutional Court, the reform of the Electoral Code—with the establishment of an Independent National Electoral Commission (CENI)—and the overhaul of the legal framework for political parties. Mimi Touré reiterated that these reforms reflect the key commitments of President Bassirou Diomaye Faye, particularly regarding electoral transparency, the separation of powers, and the regulation of political financing.
As a reminder, the texts, which have already been made public, will be submitted to the Council of Ministers before being sent to the National Assembly. In the meantime, the former Prime Minister invites citizens and media professionals to familiarize themselves with the content of these reforms, which she describes as "participatory and consensual," aimed at strengthening Senegalese democracy.
