Révision constitutionnelle : le Premier ministre peut désormais présider le Conseil des ministres !
The draft constitutional revision unveiled by the Presidency of the Republic introduces a significant change in the functioning of the executive branch. Among the innovations is the possibility for the Prime Minister to chair the Council of Ministers, by delegation from the Head of State.
According to the new provisions of Article 42, the President of the Republic remains the President of the Council of Ministers, but may delegate this responsibility to the Prime Minister. This measure aims to increase flexibility in the management of government affairs and to adapt the functioning of the executive branch to the demands of public action.
This reform thus establishes a more operational role for the Prime Minister, who is called upon to play an increased role in the coordination and conduct of public policies, particularly in the absence of or on the instructions of the President.
However, the text maintains the preeminence of the Head of State within the institutional framework. He remains the guarantor of the Constitution, national unity, and the proper functioning of institutions. He also continues to define, in consultation with the Prime Minister, the broad outlines of national policy.
