Vers des réformes institutionnelles majeures : La Présidence finalise quatre avant-projets de lois clés
Senegal is preparing to take a decisive step in its institutional evolution. Faithful to the commitments made during the inclusive national dialogues, the Head of State announced the finalization of four draft laws that will reshape the legal and political architecture of the country.
These texts, the result of the conferences on justice in 2024 and on the political system in 2025, are now submitted to the Nation for its consideration.
The four pillars of the reform
The government has made the following documents public:
Revision of the Constitution, to adapt the fundamental law to new challenges.
Creation of a Constitutional Court, governed by a preliminary draft organic law.
Overhaul of the Electoral Code, including the establishment of the Independent National Electoral Commission (CENI).
Organization of political parties, with a text defining their operation and role.

An inclusive and transparent process
The Head of State commended the involvement of the nation's key stakeholders, facilitators, and experts from the ad hoc committees, who translated the recommendations from the National Consultations into legal terms. He also congratulated the review committee, overseen by the Prime Minister and the President of the National Assembly, for finalizing these texts aimed at strengthening the rule of law and electoral transparency.
The President of the Republic emphasized the "unprecedented" nature of these reforms and invited political actors, civil society, legal experts, and all citizens to embrace these transformations. He called for a calm and constructive debate to guide this historic turning point.
