Vote contre l’absentéisme à l’Assemblée : la surprenante position de Cheikh Bara Ndiaye et Maïmouna Bousso
The proposed amendment to Article 188 of the National Assembly's Rules of Procedure, concerning absenteeism, was adopted with 132 votes in favor, 3 against, and 2 abstentions. Among those who voted against, there were no surprises: Thierno Alasaane Sall, Tafsir Thioye, and Maguette Sène, all opposed to the parliamentary majority behind the initiative. However, among those who voted neither yes nor no, there was considerable astonishment: Cheikh Bara Ndiaye and Maïmouna Boussou did not follow their fellow Pastef deputies.
Not because they oppose the bill itself, but because they stated during the plenary session that they are against the provision that would invalidate a member's resignation if they are absent from ten consecutive plenary sessions without a "legitimate excuse," as reported by Les Échos, which revisits the vote in its Thursday edition. For them, the mandate belongs to the people, not to the members of parliament. And as such, no member's mandate can be revoked due to absence.
