The Civil Forum published a statement on Tuesday, March 31, 2026, expressing its concerns about the disruptions observed in the education and health sectors, as well as the lack of transparency in the management of agreements and public debt.
In this statement, the civil society organization emphasizes that the sub-sectors of public higher education, national education, and health are experiencing recurring disruptions, affecting the continuity and quality of public services. These dysfunctions, described as cyclical, have direct repercussions for users.
She also questions the lack of transparency surrounding the renegotiation of certain agreements as well as the management of public debt.
The Civil Forum notes in particular that Senegal raised 650 million euros in 2025 from Africa Finance Corporation and First Abu Dhabi Bank, without the detailed terms of these operations having been made public.
In light of these findings, the organization calls on the authorities to prioritize dialogue with all stakeholders, particularly those in the sectors concerned. It also recommends the publication of comprehensive information on renegotiated agreements and commitments related to public debt.
The Civil Forum also insists on the need to make public the Forvis Mazars report on the debt, believing that such an exercise in transparency is an essential prerequisite for strengthening governance and accountability.
