Unpaid housing allowance: the inter-union group of public sector workers appeals to members of parliament

Nearly sixteen thousand (16,000) civil servants have still not received the housing allowance provided for by the amending finance law adopted on June 28 and promulgated on July 10, 2025.

The housing allowance was hailed as a major social advance by the inter-union group of public sector workers when the supplementary budget law was adopted last June. This measure, enshrined in law and backed by funds allocated in the state budget, was scheduled to come into effect in July 2025.

However, five months later, no trace of this compensation appears on the pay slips of the civil servants concerned. Despite repeated appeals to the Prime Minister, the Minister of Finance, and the Minister of Public Service, no specific payment schedule has been officially announced. This situation has created a tense social climate and a rise in strike action within the inter-union group representing public sector workers.

At the end of September, a delegation from the inter-union group was received by the civil service administration. Following this meeting, it was formally guaranteed that the State would pay this allowance before the end of 2025. This promise allowed the union federation to postpone any further protests. This has not been the case.

"At the end of November 2025, it became clear that the aforementioned allowance had still not been paid. This situation sparked widespread anger and led the inter-union group to launch a protest movement, manifested in several strike action plans, without any concrete response from the Government. Subsequently, a joint effort was made with the Federation of Health Unions, which is also demanding the payment of housing allowances for its contract workers, as well as the recruitment of 3,500 new employees in the health sector. It is important to remember that all of these points, including the housing allowance for civil servants, are indeed included in the 2025 supplementary budget law," explains the inter-union group's statement.

As the end of December approaches, despite renewed assurances from the Government, the pay slips paid to employees for this month still show the absence of any housing allowance.

Faced with government silence, the inter-union group representing public sector workers has gone on the offensive. It is now on its seventh strike action plan, disrupting the operation of several public services. The Federation of Health Unions has joined this mobilization, demanding not only the payment of housing allowances for its contract workers but also the recruitment of 3,500 new staff in the healthcare sector.

The unions point out that these demands are all included in the 2025 amending finance law, which gives them a solid legal basis.

"Honorable Members of Parliament, you are summoned this Tuesday, December 30, 2025, for the examination and vote on a second amending finance law. It is in this context that the Inter-union of administration workers and the Federation of health unions solemnly call upon you to obtain clear explanations from the Minister of Finance, who had nevertheless given guarantees during the vote on the budget of the Ministry of Public Service, affirming that the resources intended for the payment of the housing allowance had been mobilized and remained suspended only upon the signing of a presidential decree.

We wish to inform you, Honourable Members of Parliament, that we will under no circumstances accept the cancellation of the six (6) months of housing allowance owed to workers. We rely on your sense of responsibility and your role in overseeing government action to ensure that justice is served for workers in the administration and the health sector,” the general secretaries stated in their interpellation addressed to the Members of Parliament.

    Les fonctionnaires sénégalais sont gâtés deh: indemnités de logement, voiture de fonction, dotation en carburant, fonds spéciaux ect. Si vous venez au Québec l'écrasante majorité des employés de l'etat n'a même pas un seul des avantages cités plus haut en commençant par moi qui écrit ce texte. Et pourtant je fais partie des 10% des employés de l'état les mieux payés.

    Le gouvernement doit nous édifier, cette fois ci c'est pas l'ancien régime.
    Seuls les ministres chargé des Finances et chargé de la fonction publique sont les voix autorisées pour éclairer la lanterne mais ils ne se sont jamais prononcés à ce sujet.

    @khasseur en France 🇫🇷 pareil tous ces avantages qu’on les fonctionnaires sénégalais les fonctionnaires français ne l’ont pas en plus on réduit le nombre de fonctionnaires qui coûtent très chers à l’état et au contribuable.
