The day after his audience granted by the Minister of Energy, Petroleum and Mines Birame Souleye Diop, Alioune Tine received the agents who had ceased their activities previously linked to this ministry. Following this meeting, the collective of agents announced a number of measures, including the referral to the Constitutional Council. Here is their press release.
"PRESS RELEASE ON THE AUDIENCE OF BIRAME SOULEYE DIOP WITH PRESIDENT ALIOUNE TINE.
The Collective of Agents in Cessation of Activities of the Ministry of Energy, Petroleum and Mines (CACAMEPM), met this Tuesday, February 18, 2025, the patriarch Mr. Alioune TINE, also President of the NGO Afrikajom Center, who was received in audience by Minister Birame Souleye DIOP and his entire cabinet on Monday, February 17, 2025. The Collective would like to thank President Alioune TINE, an emblematic figure of dialogue in Senegal and around the world for playing good offices between Birame Souleye DIOP and the 44 Agents in cessation of activity.
At the end of their working session, the minister stuck to his position of austerity against the 44 agents who had ceased their activity by referring to administrative law while the termination of employment contracts specifically reveals labor law. Which is a very serious confusion on the part of the minister and his advisers. In summary, no concrete and lasting solution came out of this conclave. Moreover, Mr. Alioune TINE, mediator for a way out of the crisis, asked the Minister to put forward empathy in this situation to ease the suffering of the dismissed so that they can find peace and stability for the happiness of all.
Therefore, the Collective of 44 decides to:
-Confirm its anchoring in the Trade Union Front for the Defense of Labor (FSDT) set up by the Coalition of Trade Union Centers of Senegal (CCSS);
-Approve and adopt the Resolution resulting from the RCSS general meeting;
-Continue their action plan involving a protest march and a hunger strike;
- Denounce the administration's passivity in the face of the blockages observed in the payment of salaries, thus plunging thousands of workers and their families into unacceptable impoverishment;
-Refer to the Constitutional Council to overturn the draft presidential decree aimed at allowing Birame Souleye DIOP to recruit and replace the 44 terminated agents with Pastef activists;
-Ask all workers in the mining sector operating at the central, regional, public and private levels to follow the filing of general strike notices with the authorities such as the unions in the Energy and Oil sectors;
- stop all quarry and waste dump operations throughout the country;
- close mining substance analysis laboratories;
- stop exploitation of artisanal and semi-mechanized mines;
- observe a withholding of information on geological research;
- suspend the collection of duties and taxes relating to mining and quarrying substances.
These actions will be undertaken to put an end to illegal cessations of activity and payment, unfair dismissals and above all the precariousness experienced by workers in the mining sector, some of whom are sitting on a gold mine but unfortunately eating stones."
