OLAC : le « Jub-Jubal-Jubanti » mis à rude épreuve
The Office of Lakes and Waterways (OLAC) is embroiled in a legal and administrative battle between the Director General, Ms. Diarra Sow, and Abdoulaye Oumar Diallo, an IT specialist and staff representative on the board. This conflict culminated on May 5th with Mr. Diallo's "dismissal for gross misconduct," an immediate decision without severance pay that he considers retaliation for his criticisms of the agency's management, reports Les Échos.
The same source emphasizes that the dispute escalated last January when Mr. Diallo, invoking Prime Minister Ousmane Sonko's transparency directives within the framework of the "Jub-Jubal-Jubanti" initiative, sent a letter to the Board of Directors reporting "irregularities in the management of Olac." He specifically denounced the "accumulation of benefits" related to company cars and fuel allowances, arguing that Olac should no longer bear these costs for officials already receiving the overall lump-sum allowance. He also raised suspicions of embezzlement involving "excessive recruitment," a contested audit, and the personal use of a project vehicle.
The General Management quickly responded with a demand for explanation, accusing the IT specialist of devoting his time to "conspiring and denigrating the governing bodies" instead of performing his duties. The conflict then took a legal turn with a direct summons for "malicious denunciation and defamation," with Ms. Diarra Sow claiming "20 million CFA francs in compensation for alleged moral damages."
On May 5th, management finally notified Mr. Diallo of his dismissal, citing "insubordination, disobedience, and a clear intent to harm." This sanction deprives him of any notice period or severance pay. For his part, Mr. Diallo denounces "serious acts of intimidation," specifically mentioning "nighttime intrusions into the offices" by the CEO's bodyguard and the theft of the server room keys.
With eleven years of service and his status as a "protected administrator", Abdoulaye Oumar Diallo now claims he wants to take the matter to the competent courts to contest what he calls an unfair dismissal.
The newspaper further states that its attempts to "contact the Director General have gone unanswered since [Wednesday]." Its pages remain open, however, to gather their version of events.
