An ambitious triangular international cooperation program between Senegal, Spain, and Morocco has reached a new milestone in strengthening child protection in Senegal. The initiative focuses on sharing experiences and best practices, with particular attention to governance and the effectiveness of local protection systems. This strategic partnership, led by Senegal's Ministry of Family, Social Action, and Solidarities through its child protection unit, was highlighted during an international delegation's visit to the "Enfant Soleil" center in Thiès. The visit underscored a shared commitment to building a more effective and inclusive child welfare system.
Launched in 2024 under the Child Protection System Support Program (PSPS), the project aims to build the capacity of institutional actors, particularly the Departmental Committees for Child Protection (CDPE). The Moroccan model, which sparked significant interest during discussions, was recognized for its dynamic approach to caring for vulnerable children and could serve as a reference for improving Senegalese mechanisms. "We observed very enriching experiences in Morocco that we will adapt to the Senegalese context," emphasized several project stakeholders. They stressed the importance of pooling efforts for a holistic approach to child care.
The program extends beyond institutional exchanges to include concrete actions such as: "strengthening the capacity of local actors; rehabilitating care centers; equipping reception facilities like the 'Guindy' center in Dakar; and supporting specialized centers, including 'Enfant Soleil' in Thiès."
The international delegation's visit, part of a global mobilization for a universal cause, allowed for a firsthand assessment of on-the-ground realities and a better understanding of the specific needs of children in care. For Moroccan partners, this initiative aligns with a broader vision. "Child protection is a global challenge that requires strong mobilization from states, institutions, and partners," stated a Moroccan official.
The official further emphasized the need for greater commitment from public authorities, noting that "families cannot face these challenges alone without robust support from the state." The delegation also met with local administrative authorities (the governor and prefect) in Thiès, whose involvement in child protection was highly commended. The discussions strengthened collaboration prospects and solidified the foundation for coordinated action to promote child well-being.
Beyond immediate actions, this partnership paves the way for a sustainable transformation of Senegal's child protection system. The goal is to ensure effective, adapted, and inclusive care for all children, especially the most vulnerable. This ambition rests on sincere cooperation and a shared commitment to building a better future for coming generations.
