Bourses universitaires : Daouda Ngom recadre le débat et appelle les étudiants « au dialogue »
Faced with persistent tension in public universities, the Minister of Higher Education, Research and Innovation (MESRI), Daouda Ngom, reacted firmly on Monday, December 1, 2023, to the student scholarship payment delays raised by the university. He rejected any responsibility attributed to his department and pointed to the consequences of the long months of campus closures. "The eight-month closure of universities in 2023 exacerbated the difficulties we are currently experiencing with scholarships," the minister stated before the members of parliament, noting that the delayed resumption of academic activities had created an unprecedented overlap in university social spending.
"The state will take its responsibilities."
In his address during the review of the 2026 draft budget, Daouda Ngom urged students to adopt a more constructive approach to managing their demands. "Students must agree to pay for their meal vouchers. For the past week, they have been engaging in what is commonly called 'Ngenté Toubab' (a derogatory term for white people), which is unacceptable, and the State will take responsibility. They must be open to dialogue," he warned, calling for greater restraint and consultation. In this regard, Mr. Ngom announced that he will meet with students from Gaston Berger University (UGB) this Tuesday for discussions aimed at calming the situation.
Towards a revision of decree 2014-963
The Ministry of Higher Education, Research and Innovation (MESRI) finally raised the need to review the regulatory framework governing student grants. "Decree 2014-963 needs to be revised," he stated, referring to the text that, since 2014, has set the criteria for awarding scholarships, as well as the procedures relating to partial scholarships, particularly those linked to performance in the baccalaureate exam.
According to him, this revision work will make it possible to adapt the system to the current realities of higher education, massification and budgetary constraints.

Il faut tout simplement suspendre les bourses le senegal est le seul pays au monde ou on paye les bourses comme des fonctionnaires c'est inadmissibles

Etant issu d’une famille de classe moyenne de la banlieue, Il connait vos problèmes et les partagent. Il ne va pas vous faire vivre ce qu’il a vécu avec le PS d’Antan.
