Health Minister Ibrahima Sy Addresses Emergency Care, Orthopedic Services Expansion, and Responsible HIV Communication

Health Minister Ibrahima Sy provided clarifications on healthcare service organization, the management of union demands, and public communication regarding diseases—particularly HIV—during a press briefing.

Regarding healthcare facilities, the minister emphasized the existence and central role of emergency reception centers responsible for treating trauma, accident victims, and other critical cases. He specified that these units are part of standard hospital protocols and already have dedicated specialists assigned to them.

Moving Toward Decentralized Orthopedic Services

Ibrahima Sy also discussed the National Orthopedic Fitting Center, currently based in Dakar. Authorities aim to expand this service regionally by establishing regional orthopedic fitting centers and strengthening a center for physical medicine and rehabilitation.

Addressing strike notices from the And Gueusseum union, the minister stated that discussions with social partners are ongoing. He noted that several demands are already being processed.

On the issue of contractual workers, he stressed the need for an inter-ministerial approach, involving the Ministry of Finance in particular. "The Ministry of Health is not the only department concerned," he clarified, adding that 42 meetings have already been held to examine the various points raised. The goal, he said, is to find a comprehensive rather than sectoral solution.

HIV: A Sensitive Communication Issue

The minister also emphasized careful communication around HIV. He called for a "pedagogical and responsible approach," avoiding controversy. Ibrahima Sy highlighted that technical teams are conducting rigorous scientific work and that it is essential to preserve the progress made.

"We must not stigmatize," he insisted, warning that poor communication could drive some patients into hiding and undermine public health efforts sustained over more than thirty years.
