Condamnation des 18 supporters sénégalais au Maroc : L'appel d'Horizon sans frontières avant l'annonce du verdict
The case has raised concerns and questions. Eighteen Senegalese football fans prosecuted in Morocco have been sentenced to prison terms ranging from three months to one year. They were charged with hooliganism, violence against law enforcement, damage to sports equipment, pitch invasion, and throwing projectiles. The prosecution had requested two-year prison sentences for each of them.
Before the verdict was announced, Horizon sans frontières (HSF) expressed its deep concern regarding the Moroccan prosecutor's demands. While stating that it did not wish to interfere in the sovereign functioning of the Moroccan justice system, HSF believed that such severity, if confirmed, could appear disproportionate to the alleged offenses.
According to its president, Boubacar Sèye, the context of this affair calls for calm rather than repression. "Sport must remain a space for bringing people together and not a source of lasting tension," he emphasized.
For him, this penal response, deemed excessive, would not only fuel a feeling of injustice, but also weaken the spirit of fraternity and cooperation that has historically united Senegal and Morocco.
HSF had appealed to the Moroccan judicial authorities to demonstrate discernment, restraint, and humanity, respecting the rights of the defense and the dignity of those involved. The organization also emphasized the principle of proportionality of sentences, a fundamental pillar of any state governed by the rule of law.
"Justice, in its independence, must always be part of the balance and respect for the values that underpin relations between friendly states," argued Boubacar Sèye.
Beyond the legal aspect, he also called on the Senegalese authorities to fully ensure consular protection for the citizens concerned. Boubacar Sèye also undertook active diplomatic efforts to promote a just and peaceful outcome.
For HSF, the issue goes beyond the purely legal sphere; it concerns the honor and dignity of Senegalese nationals abroad, as well as the quality of bilateral relations between Dakar and Rabat. "The time for diplomatic responsibility has come," the organization concluded, reaffirming that justice must unite, not divide.
