Projet Dak Tower : Après un an de négociations, la SOGEPA récupère 50 appartements pour le compte de l'État
The State-owned Building Management and Operation Company (SOGEPA) conducted a site visit on Wednesday, June 24th, to the Dak Tower real estate project. This large-scale residential and real estate complex, which aims to contribute to the urban transformation of Dakar, is among the assets that were renegotiated between the State of Senegal and its private and foreign partners. The visit allowed for the formalization of the commitments made in the signed protocol and an assessment of the progress of the work. Through this project, SOGEPA reaffirms its central role in the management, security, and enhancement of public built heritage. Since 2025, this strategic direction has aimed to rebalance agreements to ensure better consideration of the public sector's interests. The initiative intends to position SOGEPA as a major player in the national real estate sector, while also boosting sales for the developer, the African Company for Construction and Investment (ACCI), by increasing the project's visibility.
According to Elimane Pouye, Director General of SOGEPA, the negotiations undertaken between the State of Senegal and ACCI have rectified an initial situation in which the government had made a large plot of land available without any compensation. "The State of Senegal could not make such strategic land available and end up with nothing in return. The negotiations were difficult at times, but the parties were committed to listening to each other… which, after a year of discussions, allowed us to reach this agreement," he explained.
Discussions, initiated following a meeting between the President of the Republic and the company on April 2, 2025, resulted in a memorandum of understanding for the transfer of fifty apartments in the Dak Tower complex to the State, valued at an estimated 15 billion CFA francs. These apartments will allow the State to expand its housing stock for the needs of the administration and its employees, thereby reducing its rental costs. Some of the apartments may also be used for commercial purposes to generate revenue for the maintenance of public assets. The site previously housed two public buildings: one belonging to the Ministry of Transport and the other housing INEADE, an agency under the Ministry of National Education.
This initiative falls within the framework of the Priority Program for Public Real Estate (PRIMO), designed to modernize and enhance the state's built heritage through partnerships with private investors. Speaking at the event, ACCI's Chairman of the Board, Dai Xianquang, emphasized the project's economic importance, which addresses a growing demand for high-end living spaces in Dakar, in a context marked by the booming oil and gas sector. The developer indicated that he had observed a shortage of premium apartments capable of meeting the needs of multinational corporations and expatriate professionals as early as 2018, particularly with the arrival of companies like British Petroleum and its expected 7,500 employees by 2027.
The architectural complex will comprise three towers: two 32-story residential towers and a 25-story office tower, generating over a thousand direct and indirect jobs. After some periods of slowdown, the chairman of the board now aims to complete the project by March 2028.
BGI Africa, the company handling the exclusive marketing, is launching an innovative residential offering. The flagship product is a 58 m² studio apartment, priced from approximately 90 million FCFA, designed to meet the strong demand for short-term rentals, particularly those offered by Airbnb. According to Mactar Mboup, BGI Africa's Sales Director, the strategic location at the city's entrance offers particularly attractive profitability potential.
Sales manager Moustapha Sow explained that this studio apartment is distinguished by the unique feature of a jacuzzi on the balcony, a first in Senegalese real estate development, inspired by high-end residences in Dubai and New York. Unfurnished, this type of property could reach approximately one million CFA francs per month, and between two and 2.5 million CFA francs per month furnished. Residents will benefit from integrated amenities such as an open-air cinema, a cafeteria, playgrounds, a concierge service, and a childcare facility. BGI Africa is also working with several partner banks to develop financing solutions tailored to employees with permanent contracts as well as members of the Senegalese diaspora.
