Assemblée : Le projet de loi durcissant les peines contre l'homosexualité au menu des députés le 11 mars
By an official summons dated March 6, 2026, the members of the 15th legislature are called to meet in plenary session on Wednesday, March 11, 2026 at 11:00 a.m. The sole agenda concerns the examination of draft law no. 05/2026, aimed at amending article 319 of the Penal Code, a provision which currently criminalizes homosexuality in Senegal.
This plenary session follows the strong announcements made by Prime Minister Ousmane Sonko to the National Assembly on February 24th. The head of government outlined a draft law aimed at significantly strengthening the legal framework for criminal prosecutions, proposing that anyone found guilty of an unnatural act would now be punished with five to ten years' imprisonment, compared to the current one to five years. Mr. Sonko specified that if the act is committed with a minor, the maximum sentence will be imposed, without the judge being able to grant a suspended sentence or reduce the term below the minimum.
One of the major innovations highlighted by the Prime Minister lies in the very definition of the offense, stipulating that any sexual or sexually suggestive act between two people of the same sex constitutes an act against nature. Furthermore, the text provides for a prison sentence of three to seven years for the promotion of homosexuality. The examination this Wednesday, March 11, will therefore mark a decisive step for this reform, which places the definition of homosexuality and its stricter criminal penalties at the heart of the parliamentary debate.
